Is a WHM same as a control panel?

WHM is the Web Host Manager while Control Panel is the restricted version of WHM for clients. They come in combination (WHM comes with CPanel).

He means that CPanel doesn't have all of the options of WHM.

Yeah, I think that a web hosting company uses a WHM not a CPanel, right?

WHM (Web Host Manager) is what is used by the hosting server, and cpanel is what is used by the clients on that hosting server. They work together. A reseller on that same hosting server gets a limited version of WHM ... or is that a beefed up version of cpanel, i dunno ... but anyway, they're part of the same package.
