Default Enable rsync

How do you enabled and allow your website to be rsynced? I don't understand the concepts behind the whole rsync world and am a bit lost.

I hve a directory that some of my users would like to replicate as sub-domains of their websites. I'm unsure how this is done though. Do you just use the rsync command and away you go or do I need to setup something?
