Default Automatically restart server in WHM

Is there a way or a script that can restart a service when it fails for a host using Cpanel/WHM control panel?

You can do this with CPanel/WHM. In WHM:

Click Service Configuration
Then Service Manager

Check the "Monitor" for the service you want restarted. When the service actually fails WHM will attempt to restart it.
