I think it's possible. However, I can't recommend any particular program for this purpose.

Yeah, depends on the game. The quake games you could and I'd imagine any game made for both Linux and Windows would allow you to...

I've played Quake on a server with other Windows Users. A VPN tunnel would work perfect as long as it was fast.

Yup, you can play fine over a VPN connection. That is actually not a bad idea for private network gaming.
