Default Need help setting up sudoers!

Well, I've been tasked with setting up sudoers accounts and I'm not sure what they are (I know about su and suid) but what are sudoers? How do I set them up?

The sudoers list is in /etc/
Here is a sample:

#
# Sample /etc/sudoers file.
#
# This file MUST be edited with the 'visudo' command as root.
#
# See the sudoers man page for the details on how to write a sudoers file.
